REVEALED: Here’s Why Government Employees’ July Salaries Have Delayed

Government employees or public servants that have been complaining about the delayed payment of their salaries or pension may have to wait for a few more days to smile to different banks for their pay.

Government normally pays salaries at the end of the month but all public servants did not see the usual notifications from their respective banks, making them complain about the delayed payments. It should be remembered that money for salaries was included in the release for the first the first quarter of the 2024-2025 financial year. So, public servants can rest assured that the money is there.

Bitarakwate noted that in this first month of the financial year the Ministry of Public Service has been undertaking upgrades on the Human Capital Management (HCM) System and the Integrated Financial Management System (IFMS) to improve them and “create a more seamless flow of information between the two systems.”

In a letter dated July 29, PS Bitarakwate addressed the issue of delayed salary and pension payment for July 2024.

Bitarakwate told responsible officers and public officers in ministries, departments and agencies, public universities, pensioners and estate administrators for votes in human capital management that delays in processing salary and pension for July 2024 was occasioned by the completion of the enhancement for the HCM and IFMS systems.

“This aimed at ensuring automatic validation controls of payroll invoices to guarantee accuracy of Financial Coding blocks and combination, Supplier Numbers, Site IDs and payroll categories during invoice transfer from HCM to IFMS,” explained PS Bitarakwate.

“The Minister of Public Service working together with the Ministry of Finance, Planning and Economic Development and the National Information Technology Authority of Uganda completed this important enhancement in 29th July, 2024.”

She further assumed government employees that those in charge of human capital management have had the necessary training on the new system upgrade and should be able to pay thousands of public servants in coming days.

“Payroll action officers from all HCM sites have been trained on these changes. Therefore calculations of the payroll for the month of July 2024 and payment of salary and pension should start without any delays,” she noted.

“The payment files for Votes on the Integrated Personnel and Payroll System (IPPS) have already been uploaded on the IPPS/IFM core ftp interface for processing and payment of salary, pension and gratuity for the month of July 2024.

So, when will the government employees or public servants be paid? These may have to wait until August 06 instead of the usual end of month some have been used to. The delay may only affect the month of July 2024.
