Police, Prison Officers’ Salaries Increased. See New Salary Structure Starting July 2024

Government has increased salaries of officers under the Uganda Police Force (UPF) and the Uganda Prisons Service (UPS) starting July 2024, the beginning of the 2024-2025 financial year.

According to Ministry of Public Service Permanent Secretary Catherine Bitarakwate, President Yoweri Museveni’s government has set aside up to Shs334.95bn for salary enhancement of officers in security and intelligence.

Beneficiaries, according to a June 30 circular from PS Bitarakwate, will include officers at the lower ranks of the national army, the Uganda People’s Defence Forces (UPDF), as well as all police ranks that have not had their salaries enhanced in recent years.

Officers of all ranks in the Uganda Prisons Service that have not received salary enhancements in recent years will also see their pay raised.

Some officers from the Internal Security Organization (ISO) and External Security Organization (ESO) will also see their salaries increased.

The salary increment move will give bigger smiles to police chief Inspector General of Police (IGP) Abbas Byakagaba. Recalled from retirement to serve as the head of the law and order agency, IGP Byakagaba, will see be earning Shs15.4m every month, which is nearly three times the Shs6.8m he was getting.

Also getting a similar package starting this month will be the country’s chief jailer, Commissioner General of Prisons Johnson Byabashaija. Facing US sanctions for, among other complaints, forceful examination of LGBTQIA persons’ privates, Byabashaija has had his contract renewed over the years. (See Details Here and There).

Recently appointed deputy police chief, Deputy IGP James Ochaya, will see his salary more than double from Shs6.7m to Shs13.8m. Deputy Commissioner General of Prisons Samuel Akena will also get a package similar to Ochaya’s.

For police and prisons officers at the rank of Assistant Inspector General of Police (AIGP) or the equivalent in UPS, their salaries will nearly triple from Shs2.3m to Shs6.47m every month. But for an AIGP who is a scientist, the salary will be Shs12.7m per month. Scientists are earning more every month not only in the forces but also in education.

According to the new salary structure, the higher ranks got juicier salary enhancements compared to those down the ladder.

“The Inspector General of Police, Commissioner General of Prisons, the Deputy Inspector General of Police and Deputy Commissioner General of Prisons who are Specified Officers in accordance with the Salaries and Allowances (Specified Officers) Act, 1999 were enhanced by 77% of the approved long term pay targets. This is to bring them at par with other Specified Officers,” said junior public service minister Mary Grace Mugasa.

“Other Police and Prisons Officers from the rank of Assistant Inspector General of Police/ Assistant Commissioner General of Prisons to a Police Constable/Prison Warder/ Wardress were enhanced at 40% of the approved long term pay targets. This is higher than the 25% promised by Government.”

Starting this month, the salary of a Senior Commissioner of Police (SCP) will be Shs6.8m — so will be that of a Senior Commissioner of Prisons.

Officers at the rank of Commissioner of Police (CP) will be getting Shs6.4m every month — so will be that of a Commissioner of Prisons (CP).

The new salary of a Senior Superintendent of Police (SSP) will be Shs2.2m — so will be that of the Senior Superintendent of Prisons.

The salary of a Superintendent of Police will be Shs2m — so will be that of a Superintendent of Prisons.

The salary of an Assistant Superintendent of Police (ASP) will be Shs1.6m. An Assistant Superintendent of Prisons will earn the same amount every month.

A Police Sergeant will earn Shs 653,035 every month. A Sergeant Warder or Sergeant Wardress will smile to the bank for the same amount monthly.

A Police Corporal will take home Shs600,000 monthly — and so will be a Corporal Warder.

The salary of a Police Constable will be Shs559,972. A Prison Warder will earn the same amount every month.

Every end of the month, a Lance Corporal will get Shs570,872 for his or her services.

At the bottom of the police ranks, a Special Police Constable will have his or her salary increased from Shs375,200 to Shs440,000.
