The Ugandan army, the UPDF, has confirmed the promotion of Richard Otto, a senior officer to a General Rank, by Commander in Chief Gen Yoweri Kaguta Tibuhaburwa Museveni.
Otto is the head of the SSM peace and security project in South Sudan, Uganda’s volatile northern neighbor.
UPDF Deputy Spokesperson Col Deo Akiiki had confirmed the promotion of Otto from the rank of Brigadier General (Brig Gen) to that of Major General (Maj Gen).
“The President of the Republic of Uganda and Commander in Chief of the UPDF has promoted Brigadier General Richard Otto to the rank of Major General,” said Col Akiiki.
“The General Officer was recently appointed the Chairperson of Security Supervisory Mechanism (SSM) in South Sudan whose role is to monitor Chapter Two of of the peace agreement which deals with peace and security.”
Maj Gen Otto’s previous assignments have been on Somalia and Uganda.
“Prior to this appointment, he had served in Somalia as a Uganda Contingent Commander and back home as 3 Infantry Division Commander respectively,” added Col Akiiki.
“The UPDF fraternity congratulates the General Officer on a well deserved promotion and wish him good luck in his next assignment.”
