Newly elected Kenyan President Dr William Samoei Ruto has released the list of people he has nominated as Principal Secretaries (PS) in various state departments, pending approval by the relevant committees of the National Assembly.
The 51 were picked from the 250 names that the Public Service Commission (PSC) had sent to Dr Ruto as suitable for the jobs following interviews that were conducted and involved 9,154 applicants.
Article 155(3)(a) of the Constitution of Kenya, 2010, mandates the Public Service Commission to recommend to the President persons for nomination and appointment as Principal Secretaries.
A Principal Secretary is responsible to the Cabinet Secretary in the performance of his or her duties. Specific duties and responsibilities include: being the Accounting Officer and Authorized Officer of the State Department; implementing government policies and the Strategic Plan for the State Department; and facilitating the achievement of the goals and objectives of Government and Inter-Governmental programmes and projects.
Other duties and responsibilities include: developing and implementing an effective performance management system; ensuring efficient and effective utilization of Financial, Human and other Resources in the State Department and submitting regular statutory reports as required; and promoting the values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya in the operations of the State Department.
The president’s notification of action on the nominations read: “It is notified that his excellency Hon. William Samoei Ruto, following the recommendation of the Public Service Commission, has on this second day of November 2022 caused nominations to the ranks of Principal Secretaries.”
