YES I DID IT: S.4 Candidate’s Guardian Fined Shs4.8m after Confessing that She Hired Mercenary to Sit ‘Daughter’s’ Uneb Papers

A court in Nabweru has convicted a guardian after she pleaded guilty to aiding impersonation to help another person sit her child’s mathematics paper in the ongoing Uganda Certificate of Education (UCE) examinations being administered by the Uganda National Examinations Board (Uneb). 

Amina Nalwadda appeared before Grade One Magistrate’s Court in Nabweru on Friday, October 21, 2022, where she pleaded guilty to aiding impersonation, which Uneb considers a form of examination malpractice.

According to the assessment body, Nalwadda is the aunt and guardian of  Hudah Namuwonge, a candidate of Kawempe Standard SS in Kampala. Nalwadda had offered to pay off an S3 (Senior Three) student identified as Emmanuel Muwonge from another school to write examinations for her niece.

Uneb said the both Muwonge and Nalwadda were duly registered as candidates of Kawempe Standard Secondary School. Apparently, Nalwadda had considered Muwonge, a mercenary in a lower class, smarter that her ‘daughter’ Namuwonge and wanted her to get better grades.

Nabweru Grade One Magistrate Her Worship Mukasa Sanyu sentenced  Nalwadda to a custodial sentence of  one year or a fine of Shs4.8m.

Nalwadda’s co-accused, Moses Hamala, the  Headteacher of Kawempe Standard SS, where the malpractice  occurred, was released  on a non-cash bail of Shs5m and will return to the temple of justice on November 07, 2022.

Meanwhile, officers of the Uganda Police Force (UPF) are hunting for the other suspect,  Godfrey Kigozi,  who is accused of providing the student for impersonation. According to Uneb, the impersonation (a form of examination malpractice), occurred on Monday, October 17, during the mathematics paper, the first UCE exam the 2022 lot sat.

“The candidates will be tried in a juvenile court  since they are minors. In the meantime,  they are being allowed to write their examinations,” said Uneb in a statement. “Under the UNEB Act 2021, impersonation attracts a fine of twenty  million shillings or a term of imprisonment not exceeding 5 years.”
