Mariam Wangadya, the Uganda Human Rights Commission (UHRC), has explained why they cannot summon and interrogate first son Lt Gen Muhoozi Kainerugaba over allegations of torture.
Lt Gen Kainerugaba, also commander of UPDF land forces and senior presidential advisor on special operations, has been accused of ordering the torture of government critics.
For example, novelist Kakwenza Rukirabashaija recently accused Museveni’s son of torturing him. (Read Story Here).
Rukirabashaija also alleged that the first son had offered him a juicy job and promises of huge sums of money. (Read Story Here).

When UHRC officials appeared before the committee on human rights on March 03, the question of allegations against the first son was raised.
But Wangadya said Rukirabashaija has never filed a complaint against Kainerugaba before the commission.
She added that the matter was now before court and the commission had no jurisdiction over issues before temples of justice.
“We don’t have jurisdiction in this case other than looking for Kakwenza when he went missing for some days and visiting him in prison in Kitalya,” said Wangadya.
“We can’t summon anyone since he [Rukirabashaija] filed his case in the East African Court of Justice. The constitution is very clear, the Commission can’t inquire into any matter that is in court.”
