Assessment body Uganda National Examinations Board (Uneb) says two teachers in the capital Kampala disguised as toilet cleaners to cheat for their candidates in the recently concluded Primary Leaving Examinations (PLE).
After hiding in the learners’ toilets, these two teachers pretended to be cleaners and started giving PLE candidates with answers to the questions set by Uneb.
The candidates were asking for permission to go to ease themselves in the toilets where they found the teachers disguised as cleaners waiting for them to be given answers to the questions.
Police in Katwe has managed to arrest one of the teachers identified as Ivan Serugonza who teaches at Joy Primary School in Lubowa.
Serugonza’s colleague at Joy Primary School, identified as Flugyensio Bombo, is still at large but police are said to be hunting for him.
“They were found in the washrooms of learners, disguised as cleaners, and trying to provide answers to the candidates, who would move out of the examination room, allegedly to ease themselves,” said Uneb spokesperson Jennifer Kalule-Musamba.
“Serugonza later confessed to the Uneb scout that he is a math teacher.”
UNEB’S WARNING
The Board continues to warn all persons contemplating involvement in any form of examination malpractice that they will be dealt with in accordance with the UNEB Act, CAP 259.
The police are still on the lookout for more offenders even at this level.
The penalties under the Act range from five- ten years’ imprisonment to a fine of between 20-40 million shillings, on both.
Invigilators and Scouts who negligently allow malpractice to take place under their watch will be dealt with under Section 26 (1) (g), which provides for a maximum term of imprisonment of five years upon conviction. So they are cautioned.
