Ugandan President Gen Yoweri Kaguta Tibuhaburwa Museveni has revealed what he will do to keep the country running if and when the US government and other development partners cut aid to the impoverished East African nation over the recently assented to Anti-Homosexuality Act.
The US government, through the PEPFAR program, supports a significant part of the country’s health sector. There have been concerns that thousands of HIV/AIDS patients would be affected if the US government stops funding health interventions over the anti-gay law.
The American government also supports other sectors, including security.
President Joe Biden and his administration have threatened sanctions against Uganda over Anti-Homosexuality Act. The sanctions are expected to include a decision to stop funding a major HIV program. (See Details Here).
President Museveni responded by telling President Biden and his US administration, albeit in a veiled manner, that he was ready for war against homosexuality. (Read related Story Here).
Museveni has also told members of his ruling National Resistance Movement (NRM) that they must be ready to quit the soft lives they are used to, meaning they will have to forego certain expenditures.
The president talked of ‘disciplining’ the way funds are spent, alluding to cutting unnecessary expenditure.
He also talked of seeking new trade partners.
“We shall move. If they cut aid we shall sit down and discipline our expenditure, rearrange our budget,” said Museveni.
“If they interfere our trade, we shall trade with others. So, that one is not [my problem].”
But Museveni himself, and other top government officials like Speaker Anita Among spend billions on clothes, travel and entertainment every year. (See Details Here, There and Over There).
