President Yoweri Kaguta Tibuhaburwa Museveni’s government is considering cutting salaries of all public servants after the World Bank Group declared it was cutting all public financing to the East African nation over the Anti-Homosexuality Act.

A junior minister at the Ministry of Finance, Planning and Economic Development has revealed that the entire budget is going to be revised to include among others a cut of salaries. 

Parliament’s Committee of Finance has convened to discuss the decision by the World Bank to suspend funding over the anti-gay law.

Amos Kankunda, the Chairperson of the Finance Committee, noted that Parliament doesn’t regret the decision it took to pass into law the Anti-Homosexuality Act 2023.

Kankunda, who is also the Rwampara County MP, further said that the Committee will offer leadership to Uganda on how to survive the financing ban imposed by the World Bank.

The Minister of State for Finance, Henry Musasizi, then revealed that the government intends to revise the national budget, after the World Bank halted funding to Uganda following the passing into law the Anti-Homosexuality Act 2023 and that salaries and allowances of public (civil) servants (government employees) could be affected.

“We took the firm decision and we agreed that we shall face the consequences. We shall be coming soon. I want to prepare your minds that very soon we are going to revise the budget downwards and we shall be coming to you for support,” said Minister Musasizi. 

“Even the emoluments are going to be affected given the preliminary we are seeing. We shall be coming in one week or so, to tell you the consequences and ask for your approval on how we shall move forward in the current challenges.”

Salary cuts will see many who had got wage increments such as science teachers, scientists, senior UPDF officers, prosecutors whose salaries were increased in the previous financial year. (Read Stories Here, There and Over There). 

It should be remembered that a number of Ugandan government projects will miss out on World Bank money over the homosexuality law. (See List of Affected Projects Here).
