Over 1,000 teachers were illegally included on the government payroll and have been earning salaries without working, a top official at the Education Service Commission (ESC) has revealed, renewing the fight against ghost teachers and government employees.
According to Dr Violet Kajubiri Froelich, the deputy chairperson of the ESC, there are currently over 1,000 ghost teachers on the payroll. The ghosts were discovered following an investigation conducted by the commission.
The ESC is charged with the recruitment of Ministry of Education officials, education officers and assistant education officers for post-primary and tertiary institutions. But it is understood that sometimes, some unscrupulous officials at the commission might connive with ghost teachers to have them included on the government payroll.
Speaking after she was sworn in for a new four-year term as the deputy ESC chairperson, Dr Kajubiri, who is also a sister to Uganda’s long-serving president Gen Yoweri Kaguta Tibuhaburwa Museveni, revealed that the list of ghost teachers as well as the full report indicating the findings from their investigation will be released in the near future.
Kajubiri noted that weeding ghosts out of the government payroll would take concerted efforts, including all concerned stakeholders such as Uganda Police Force (UPF), the Office of the Director of Public Prosecutions (ODPP) and the Judiciary.
“It’s the work which has to be tackled by everybody, including the police,” said Dr Kajubiri, the ESC deputy chairperson.
