REVENGE TIME! Disappointed Primary & Secondary School Arts Teachers Vow Not to Mark PLE, UCE, UACE Exams Over Salary Increment — Parliament Told

Parliament of Uganda has been told that there is an alleged plan by disappointed primary school teachers and their secondary school counterparts who teach arts subjects to decline to take part in the marking of this year’s national examinations: Primary Leaving Examinations (PLE), Uganda Certificate of Education (UCE) and Uganda Advanced Certificate of Education (UACE). 

As we have reported over the months, the issues of salary discrepancies, especially following the confirmation of juicy salary increments for science teachers, have remained thorny for the government, with first lady Janet Kataaha Museveni’s Ministry of Education and Sports, as well as Wilson Muruli Mukasa’s Public Service on the spot

On Thursday, August 04, the issue of salary disparities amongst teachers working in the same government schools came up, with MPs complaining that there was a lot of confusion and low morale in most schools following the discriminatory salary increment decision that prioritized science teachers, leaving those teaching arts subjects as well as head teachers and their deputies (who now have to supervise people earning more than they do) cursing.

Kalungu West MP Joseph Ssewungu Gonzaga claimed that he had heard threats from teachers in government primary and secondary schools who were vowing not to apply to mark national examinations this year in protest of the discriminatory salary increment.

“Teachers are saying they are not going to mark PLE, O-level and A-level. [That] they are not going to apply for marking, and they will do it [refuse to apply to mark national examinations],” Ssewungu, a National Unity Platform (NUP) MP, and a former teacher, told the House.

The threats by teachers not to mark PLE, UCE and UACE papers could delay the release of results by the Uganda National Examinations Board (Uneb) and could disrupt the schedule for the start of a new academic year for those joining Senior One and Senior Five in 2023.

This is coming only a few months before hundreds of thousands of candidates in Primary Seven (P7), Senior Four (S4) and Senior Six (S6) can begin their final examinations. (See PLE, UCE and UACE Examination Dates as Released by Uneb HERE).

Meanwhile, it has also been revealed that secondary school head teachers and their deputies are ‘resigning’ their jobs after Museveni’s government refused to increase their salaries, with the new salary structure showing science teachers earning more than school heads. (Read Story Here).
