Spear Motors Limited had applied for a contract to supply multi-billion luxury ceremonial cars for Speaker Anita Annet Among and her deputy Thomas Tayebwa.
According to a letter written by Clerk to Parliament Adolf Mwesige to Benson Turamye, the Executive Director of the Public Procurement and Disposal of Public Assets Authority (PPDA), on April 04, 2022, Parliament had tried to procure the vehicles for the two principals at Parliament but the processes had failed two times.
It was in the first procurement process that M/s Spear Motors Limited had applied to be considered as the supplier for the two expensive vehicles fit for the two powerful civil servants to cruise at national events such as the State of the Nation Address (SoNA).
But Spear Motors was unsuccessful because, according to the clerk to Parliament, the company had quoted a higher figure. It should be remembered that the procurement process for the ceremonial vehicles began in October 2021, when Among was still Deputy Speaker, and Jacob L’Okori Oulanyah (RIP) Speaker.
“In the first process, an open domestic bidding method was used to procure the ceremonial vehicles. An advert was run in the New Vision newspaper of Tuesday, October 26, 2021 inviting eligible bidders to bid for the Supply and Delivery of Motor Vehicles (Salon/Sedan) vehicles and only one (1) bud was received in response to the advert. The bid was from M/S Spear Motors Ltd,” read the Clerk to Parliament’s letter to PPDA boss Turamye.
“M/S Spear Motors Ltd was not successful on that occasion because it quoted a price (UGX 2,924,000,000/-) for vehicles that exceeded the pre-established market survey estimate (UGX 2,889,795,840/- for that procurement as per the provision of Section 74 (3) (a) of the Public Procurement and Disposal of Public Assets (PPDA) Act, 2003, and Regulation 5(4) of the PPDA Regulations (Rules and Methods for Procurement of Supplies, Works and Non-Consultancy Services, 2014.”
