Starting July 2023, Allen Catherine Kagina’s Uganda National Roads Authority (Unra) is one of the 70 agencies of President Yoweri Kaguta Tibuhaburwa Museveni’s government that will cease to exist. Unra and the other agencies will be scrapped off in a rationalization process meant to promote efficiency in the delivery of government services by reducing duplication of roles and cutting unnecessary government expenditure.
A number of government agencies will be scrapped and their specific functions run under new or existing ministerial departments. Others will be merged together to form one agency.
The merger and scrapping moves will lead to termination of employment contracts. Several employees will be compensated for their contracts which will be running by the time the rationalization becomes effective in July 2023, the beginning of the 2023-2024 Financial Year.
In a recent cabinet meeting, Public Service Minister Wilson Muruli Mukasa gave figures of what top Unra officials will take home as their compensation package for the early termination of their employment contracts before the expiry of what they signed.
Executive Director Kagina will get Shs 405,924,404 as the total compensation, which is a little over 10 times her monthly salary of Shs 40m. The Director for Human Resourcea will get Shs 272,800,000, the Director for Internal Audit, Director for Roads and Bridges, Director for Network Planning, and Director for Roads Maintenance Shs 260,600,000, each.
The Director for Roads Infrastructure will get Shs 252,200,000, while the Director for Legal Services will get Shs 235,400,000 as compensation, and so will the Director for Corporate Services.
The Head of Public and Corporate Affairs will go home with Shs 204,790,000, the Head of Finance and Accounts Shs 204,790,000, Head of Human Resources Shs 204,790,000, Manager for Accounts Shs 122,190,000, while the Human Resource Manager will return home with Shs 110,190,000. A procurement Officer will be compensated with Shs 74,990,000, an Accountant will get the same amount while an Accounts Assistant will go home with Shs 49,785,200.
