PROFILE: Meet Dr Kedrace Turyagyenda, a former Chemistry Teacher Appointed Education Ministry Permanent Secretary

Dr Kedrace Turyagyenda is the new permanent secretary for the Ministry of Education and Sports, replacing Ketty Lamaro, who President Yoweri Museveni recently dropped in a mini-reshuffle of PSs. Education and sports minister Janet Museveni has confirmed the appointment of Dr Turyagyenda as the new PS. “I congratulate Dr Kedrace Turyagyenda on her appointment as the new Permanent Secretary for the Ministry of Education,” she wrote, praising Dr Jane Egau Okou, the Under Secretary in the education ministry, for holding fort after Lamaro was fired and before Dr Turyagyenda’s appointment. She added that she had “full confidence in her [Dr Egau’s] collaborative efforts with Dr Turyagyenda. She also spoke of her “confidence in the ministry’s ability to provide a secure and supportive learning environment for our students, despite challenges posed by the Red-Eye outbreak and recent cases of monkeypox.” The education minister also highlighted achievements in the sports sector and efforts towards reforms. “We take pride in our significant sports victories, both nationally and internationally. We look forward to His Excellency the President’s official reception of the medalists at the Teryet National High Altitude Training Centre,” she further wrote. “The progress in AFCON preparations is praiseworthy. I am optimistic about the swift conclusion of the Sports Bill amendment process and the necessary sub-sector reforms.” DR KEDRACE TURYAGYENDA QUICK PROFILE Kedrace Turyagyenda joined Makerere University in 1979 for two concurrent programs: a Bachelor’s degree in Science and a Diploma in Education. She did her school teacher practice at Bweranyangi Girls SS and Busoga College Mwiri. After completing her degree in 1982, she went to Bweranyangi Girls SS to teach Chemistry and Mathematics. In 1984, the Ministry of Education posted Turyagyenda to Kinyansano Girls HS in Rukungiri District to serve as its pioneer headmistress. She left Kinyansano Girls HS in 1987 to go to Kabale National Teachers’ College (NTC), continuing with her teaching career – but training teachers this time. By the time she left Kabale NTC, her 16-year-long tenure had seen her serve in many top roles: senior lecturer, head of chemistry unit and head of science department. In 2004, she became a commissioner in charge of secondary education standards from which she was later elevated to Director in the Directorate of Education Standards in the Ministry of Education and Sports. A decade later, Turyagyenda graduated with a doctorate in Education Management from Nkumba University. Years earlier, Turyagyenda had bagged a Master of Science Degree from Leicester University in the UK. In May 2021, President Yoweri Museveni appointed as a member of the Education Policy Review Commission (EPRC), tasked with drafting Uganda’s “new macro policy framework for education and sports,” replacing the 1992 Government White Paper on Education.
