Pakistani Businessman Kidnap: Fresh Details Emerge

New details have emerged regarding the abduction on Thursday, September 29 in Kireka, Kira Municipality, Wakiso District, of a Pakistani businessman. 

The incident happened at at about 5 pm in Kireka Zone, Namugongo Parish, Kira municipality, Wakiso district, according to Kampala Metropolitan Police (KMP) Deputy Spokesperson Assistant Superitendent of Police (ASP) Luke Owoyesigyire.

This is contrary to reports which had put the kidnap and robbery a few hours earlier.

Uganda Police Force (UPF) officers at KMP, particularly in Kira Division, are already investigating the incident which they have classified it as an act of alleged kidnap and aggravated robbery.

In his statement, ASP Owoyesigyire also identified the victim as Rafik Khan, and not Muhammed Mensam as some reports had indicated.

Rafik Khan is a Pakistani national and a resident of Kiwatule-Nakawa.

He is 36 years old.

According to Owoyesigyire, preliminary findings indicate that a gang consisting of people dressed in military fatigue and others in casual wear who were brandishing sub machine guns (SMGs) stopped Rafik Khan before shoving him into a vehicle whose registration number has been clearly identified.

The KMP Deputy Spokesperson further noted that the group of kidnappers and robbers fled the scene of crime with Rafik Khan before dumping him at Kasangalabi.

“It is alleged that Rafik Khan 36 a Pakistani National and resident of Kiwatule-Nakawa, was stopped by a group of people among whom two were wielding SMGs and donning Military fatigue while others were casually dressed,” said Owoyesigyire in a statement issued on Friday, September 30.

“He was pulled from the driver’s seat and bundled into the boot of his motor vehicle Reg No UBM877B Probox which the assailants later drove off via the northern by-pass. The unidentified assailants later abandoned the victim at Kasangalabi along Kayunga-Mukono Road.”

He also noted that the Pakistani businessman has since recorded the statement, telling investigating police officers the amount of money and listing the valuable items the group of robbers and kidnappers took away from him.

Khan also got injured during the kidnap.

“We have recorded Mr Khan’s statement and established that he was robbed of 300 USD, UGX 700,000 and his two Samsung Smart Phones,” the KMP deputy publicist stated.

“The victim is currently receiving treatment for the minor injuries he sustained during the incident.”

ASP Owoyesigyire also revealed that police detectives have reconstructed the scene of the crime. He added that police investigators will also consider the footages from street cameras.

“The Police have today morning revisited the crime scene and established that the assailants were allegedly dropped off by a Toyota fielder and stood in wait for their target to pass by,” he noted.

“We are following up with our CCTV cameras to establish the car’s movement and to whom it belongs.”
