Up to 40 Ugandans have applied for the position of Kampala Capital City Authority (KCCA) Executive Director (ED) as advertised by the Public Service Commission (EC).
These include acting KCCA ED Frank Rusa Nyakaana, former Vision Group boss Robert Kabushenga, former National Social Security Fund Richard Byarugaba, Marvin Baryaruha and others, according to a leaked list of shortlisted candidates.
The leaked list also includes six women: Harriet Ssali, Venlander Namayanja, Irene Nnosi, Phoeby Nakabuye, Mexentia Bukirwa, and Florence Kintu.
From Jennifer Musisi to Dorothy Kisaka, Museveni has previously preferred women to men when it comes to hiring in substantive capacity for the KCCA ED job since the position was created in 2011.
According to the advert for the new substantive KCCA ED job, the Public Service Commission was looking for a Ugandan with a Bachelor’s Degree from a recognised university or institution and a Master’s Degree in Law Business Administration, or Economics, or Public Sector Management, or Public Administration, or Urban Planning and Management, or Urban Governance and Management, or Management Studies.
The shortlisted applicants, according to the leaked list, possess a minimum of 15 years relevant working experience in the field of public administration and management, three of which have been served at the level of Deputy Executive Director, or Head of Department in government or equivalent level from a reputable organisation.

Museveni sacked Dorothy Kisaka as KCCA ED following the Kiteezi landfill tragedy that claimed over 30 Ugandans. Kisaka and other top KCCA officials are on remand over the incident, with some suspecting that the Kiteezi ghosts are haunting Dorothy Kisaka. (See Story Here).
