NEW TWIST: Parliament Blocks Museveni Proposal on Scrapping of Agencies

MPs Demand Answers on Cost of Mergers

Uganda’s Parliament has shot down a bill sponsored by President Yoweri Kaguta Tibuhaburwa Museveni’s government containing proposals to disband a number of agencies, boards and departments.

Public service minister Wilson Muruli Mukasa had come to the House hoping to table the Rationalization of Government Agencies (Repeals and Amendments) Bill 2023.

About 30 agencies are expected to be affected by the merger and scrapping exercise.

In this bill, Minister Muruli wanted to detail reasons there agencies should emerged under their mother ministries or scrapped off.

Some of the reasons advanced by government included  duplication of functions played by different agencies, as well as some agencies roles’ being overtaken by events.

But MPs halted the move saying they needed a comprehensive analysis of the cost and legal implications of the mergers.

Museveni’s government plans to pay top bosses like at those at Allen Kagina’s UNRA billions as compensation to end their contracts. In the deal, government hopes to save hundreds of billions of money that have been going into paying salaries and in administrative costs. (See Details Here, There and Over There).
