Museveni: Why I Gave Jennifer Bamuturaki Uganda Airlines CEO Job Without Following the Right Process

Uganda’s President Yoweri Kaguta Tibuhaburwa Museveni’s appointment of Jennifer Bamuturaki as the Chief Executive Officer (CEO) of the Uganda Airlines has continued to dominate debate in social and mainstream media.

Throughout the week, Bamuturaki and other officials from the national carrier appeared before Nakawa West Joel Ssenyonyi’s Committee on Statutory Authorities and State Enterprises (Cosase) to answer a series of concerns arising from the Auditor General’s report.

Yet even when there are glaring flouting of recruitment procedures, the president acknowledged these in his directive to Gen Edward Katumba Wamala, the Minister of Works and Transport, regarding the appointment of Bamuturaki as Uganda Airlines CEO.

It should be remembered that the news of Bamuturaki’s appointment came about two months after Museveni had directed Minister Katumba Wamala to effect the hiring.

In fact, the board of Uganda Airlines had enlisted PwC to undertake the recruitment of the national carrier’s CEO.

Up to 40 Ugandans had so far filed their application letters by the time it emerged that Museveni had favoured Bamuturaki for the top job at Uganda Airlines.

On April 24, 2022, Museveni directed Minister Katumba Wamala on the appointment of Bamuturaki as the Uganda Airlines substantive CEO following the humiliating firing of Cornwell Muleya.

In his letter, Museveni reminded Katumba Wamala of what they had discussed regarding the issue of substantive management at the Uganda Airlines.

He then informed the Works and Transport Minister that he had received intelligence reports that Bamuturaki had “performed well in quite a hostile environment.”

He also praised the service at the Uganda Airlines, saying he had been flown by the brand new CJR-900 to Nairobi and back, and that he had been impressed by the pilots from Soroti Aviation School who steered the plane.

From this letter to Katumba Wamala, it was clear that Museveni was aware of the process of recruitment but chose to flout it for reasons he made known to the minister who supervises Uganda Airlines.

According to the appointing authority, the processes would be undertaken after three years.

“I direct that you give Jennifer Bamuturaki a substantive appointment for three years. Thereafter, we can use the other process of recruiting companies,” wrote Museveni, in a letter that was copied to Vice President Jessica Alupo and Prime Minister Robinah Nabbanja.

Months later, on July 05, Katumba Wamala wrote to the board of Uganda Airlines informing its members on Museveni’s directive to have Bamuturaki appointed as the substantive CEO of the national carrier.
