Museveni Reportedly Promises Norbert Mao Justice & Constitutional Affairs Minister Job

Democratic Party (DP) President General Norbert Mao is reportedly expected to soon be appointed by Uganda’s President Yoweri Kaguta Tibuhaburwa Museveni as the new Minister for Justice and Constitutional Affairs following the signing of a cooperation agreement between the two political parties. 

Museveni, who is also the National Chairman of the ruling National Resistance Movement (NRM), and Mao, who heads the DP, signed a cooperation agreement between their two parties following talks at State House Entebbe on Wednesday, July 20.

After the announcement confirming the signing of cooperation agreement, DP Secretary General Gerald Blacks Siranda told NTV Uganda that DP will help the NRM government on matters to do with the Justice, Law and Order Sector as well as dialogue and national reconciliation. If this hint is anything to go by, then Mao could be the man that Museveni might trust with the responsibility of reforming the country’s justice sector as well as steering national dialogue and reconciliation.

After the meeting and Siranda’s hint at what Mao’s and DP’s role in the new deal will be, political observers started speculating that Mao could be the country’s new Justice and Constitutional Affairs Minister.

It should be remembered that even when Museveni appointed new ministers as he unveiled his cabinet in June 2021, the Justice and Constitutional Affairs Minister position remained vacant. Months ago, Museveni appointed Wilson Muruli Mukasa, the Public Service Minister to serve as acting Justice and Constitutional Affairs Minister (Read Story Here).

Mao, who has unsuccessfully run against President Museveni for the country’s top seat, is said to be the man for whom the Justice and Constitutional Affairs Minister job has been reserved.

This publication has now learnt that the talks between Mao’s DP and Museveni’s NRM began over a year ago. But it is unclear if Museveni deliberately left the Justice and Constitutional Affairs Minister slot vacant so that Mao would take it up as and when he has agreed to working with the General from Rwakitura.

It should be remembered that in June 2021, Museveni fired then Justice and Constitutional Affairs Minister Prof Ephraim Kamuntu and declined to appoint anyone to replace him in substantive capacity. Prof Kamuntu was one of the many fired ministers, but lucky for him and a few other sacked ministers, Museveni appointed them his advisors. (Read Story Here).
