President Yoweri Kaguta Tibuhaburwa Museveni has revealed he went “underground” to make his Cabinet List, forgetting Kasese and coming up with a list that surprised Ugandans.
Delivering his remarks after junior planning minister designate Amos Lugoloobi read the 2021-22 budget speech during a parliamentary sitting at Kololo Independence Grounds on June 10, Museveni explained the process of drafting his cabinet list.
“When I was compiling my cabinet list, I was operating underground alone. This is one area where I don’t need assistance,” he said.
“This is a fantastic and pleasant job because so many of you are good.”
So, what did the president do when he was spoilt for choice? Some mathematics.
“In forming the cabinet, I was adding, subtracting, dividing and then coming back,” he continued.
“I had to look at tribe, religion, region and balance.”
The choice of people like Kakumiro District Woman MP Robinah Nabbanja (now Prime Minister designate) surprised many.

Yet the president insists he followed the path of Jesus Christ in choosing people for his cabinet.
“When Jesus started his movement, there were intellectuals like the Pharisees. But, Jesus went for the fishermen,” he said.
“So, when you look at my list, know that I am in the path of Jesus Christ. Jesus didn’t recruit Pharisees or Levites but went for Simon Peter.”
He also revealed the qualities he was looking for in the cabinet nominees: loyalty to him and the party, hard work, integrity, among others.
He also revealed he had forgotten to include former Kasese Municipality Mayor Godfrey Kabyanga Baluku Kime on his final list.
“In my short list I had somebody called Kabyanga from Kasese, he was our mayor He was on my shortlist,” noted the president.
“Because I was working underground and hiding, I forgot his name.”
