Museveni Gives Public Service Commission Three Months to Find Dorothy Kisaka Replacement

President Yoweri Museveni has directed Public Service Commission to advertise and find a Dorothy Kisaka replacement after he fired Kampala Capital City Authority (KCCA) officials, including the Executive Director (ED).

Fired alongside ED Dorothy Kisaka were her deputy David Luyimbazi and director for public health Dr Daniel Okello. The trio was sent packing over negligence that led to the Kiteezi landfill tragedy that claimed lives of over 30 people.

After firing Kisaka, Luyimbazi and Okello, Museveni gave Kampala Capital City and Metropolitan Affairs, Minsa Kabanda, the responsibility of ensuring that she recommends officials to run the offices in active capacities.

“The Minister for Kampala is tasked with advising the President on interim appointments for these crucial positions to ensure that operations within KCCA continue without disruption until permanent replacements are in place,” State House communicated on September 24, 2024.

That means that there will be an acting ED – a temporary Dorothy Kisaka replacement – until the process of recruitment of a substantive executive director of Kampala Capital City Authority is concluded.

The same will apply to the positions of deputy KCCA Deputy Executive Director and that of the Director for Public Health.

Museveni also ordered the Public Service to use three months to hire new officials to replace sacked Kisaka, Luyimbazi and Okello.

“To ensure a swift transition in leadership, the President has directed the Public Service Commission to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, with a goal of appointing new officials within three months,” the president communicated through the Presidential Press Unit.

Museveni also assured Ugandans he “remains committed to upholding accountability and maintaining the highest standards of governance for the benefit of all citizens,” a signal that heads may roll elsewhere.
