Uganda’s Health Service Commission (HSC) hopes to have recruited over 1,000 doctors, nurses and health workers by the end of this financial year (FY2023-2024), its board chairperson Dr Pius Okong has announced.
Noting that the planned recruitment number for the Commission for FY 2023/2024 for health workers of various categories for the Institutions under the Health Service Commission’s jurisdiction is 1,200, Dr Okong said the total number of posts submitted was over 1,200.
In a letter dated February 19, 2024, the Ministry of Public Service cleared the HSC to recruit for some Health Institutions. Since that clearance was given, Dr Okong says the HSC has received several requests for recruitment.
After assessing the suitability of the requests, the Commission has so far run four Adverts for recruitment, says the commission’s board chairperson. “Other methods of recruitment have included filling of vacancies from reserve lists and Covid19 validated staff merit lists,” he added.
The HSC hopes to have recruited over 1000 health workers at the end of the financial year. And as at March 31, 2024, Okong further notes, the commission had made a total of 616 human resources for health decisions arising from regular submissions received from various health institutions.
“lt is estimated that at the end of the FY, we would have surpassed the target of 1,000 Human Resource for Health Decisions,” he added, further noting that as of today, June 25, 2024, the HSC had provided technical support in recruitment to eight District Local Governments of Kiryandongo, Jinja, Kikuube, Hoima, Kaberamaido, Kyegegwa, Kasese, and Kamwenge.
Dr Mary Teopista Wenene, the Secretary to the Health Service Commission, noted that the HSC would recruit more than 70 medical specialists of different categories: medical doctors who have been praying to be consultants in different specialties.
“They will be joining the public service and the government payroll. Most of these are medical officers who served during the Covid19 pandemic,” Dr Wanene noted.
The Commission’s accounting officer also noted that more than 70 medical officers – first degree medical officers – will be recruited. Also to be recruited to join the public service will be about 100 graduate nurses and midwives, added Dr Wanene.
The HSC handles human resources for health issues for the Ministry of Health, National Referral Hospitals, Regional Referral Hospitals, the Directorate of Public Health and Environment under Kampala Capital City Authority (KCCAU), Uganda Prisons Service and specialized institutions.
In addition, the Commission provides guidelines, technical support, and support supervision to District Service Commissions (DSCs) and Local Governments on matters relating to Human Resources for Health (HRH) management.
The HSC also handles issues of appointment of Health Workers under the Children’s Surgical Hospital, Entebbe. Other Ministries and Insitutions which have Health Workers on their staffing structure also submit requests to the Commission to recruit for them.
