Kampala Lord Mayor Erias Lukwago has labelled Speaker Jacob Oulanyah and Chief Justice Alfonse Owiny-Dollo subjects of President Yoweri Kaguta Tibuhaburwa Museveni, whom he called an ‘Emperor.’
Majority MPs voted Omoro County MP Oulanyah the 11th Parliament speaker, replacing Rebecca Kadaga who had led the legislative arm of government for a decade.
Now, Oulanyah heads the legislature, Owiny-Dollo the judiciary and Museveni the executive.
But Lukwago feels Museveni is the emperor while Oulanyah and Owiny-Dollo are his subjects.
He expressed pessimism on the trio’s ability to exercise the doctrine of separation of powers.
“An Emperor with his two obedient subjects; a clear manifestation that the constitutional law doctrine of separation of powers is but a fallacy,” Lukwago captioned a photo of Museveni, Oulanyah and Owiny-Dollo.
