LIST: See How Uganda’s 176 Districts, Municipalities & Cities Performed in 2023 PLE (See Best & Worst Performers)

Uganda’s best PLE 2023 best and worst performing districts, municipalities and cities have been named, based on Primary Leaving Examinations (PLE) results released by the Uganda National Examinations Board (Uneb).

The list includes Uganda’s 10 cities and Kampala Capital City, 30 municipalities and 134 districts.

This ranking is based on the average aggregate score for each district. The best score is aggregate four in four subjects (meaning distinction 1 in each of the four subjects) while the worst performance is aggregate 36, meaning F9 in each of the four subjects.

The four subjects are: English, Mathematics, Science and Social Studies.

To understand this ranking, imagine a district with only two candidates: one with aggregate four and another with aggregate 36. The average aggregate score is 20  four plus 36, then divide the total by two — the number of candidates. Simply: (04+36=40; 40/2=20).

Ntungamo Municipality, Bushenyi Municipality, Kisoro Municipality, Fort Portal City, Mbarara City, Rukungiri Municipality, Kabale Municipality, Mukono Municipality, Kasese Municipality and Makindye Ssabagabo Municipality make the top 10 list of best performing municipalities and cities in PLE 2023.

No district made it to the top 12 until Mbarara District broke the dominance of municipalities and cities. Also, western Uganda municipalities and cities dominated the top 10 list.

The districts of Arua, Kween, Alebtong, Namisindwa, Manafwa, Pallisa, Kibuku, Kitgum, Kapchorwa, Madi Okollo and Bukwo trailed the others.
