Opposition leader Dr Kizza Besigye has weighed in on the row between Justice Esther Kisaakye Kitimbo, a judge of the Supreme Court of Uganda, and Pius Bigirimana, the Permanent Secretary and Secretary to the Judiciary.
For months now, Justice Kisaakye and PS Bigirimana have been in a fight over salary, with Bigirimana vowing to block the judge’s salary if she does not present a report to him explaining why she was away from duty for many months.
According to Dr Besigye, the bitter exchanges between the Permanent Secretary and the Supreme Court Justice are a symptom of a bigger problem in the judicial arm of government.
In her letter responding to Bigirimana’s orders, Kisaakye claims she is being witch-hunted. Besigye says the judge’s woes began when she defied Chief Justice Alfonse Owiny Dollo during the hearing of a presidential election petition filed by National Unity Platform (NUP) President Robert Kyagulanyi aka Bobi Wine.
“From letters of PS Judiciary, Dr Bigirimana, and of Supreme Court Judge, Dr Esther Kisakye, it’s clear that this arm of the Government is in disarray!” observed Besigye.
“Trouble for Lady Justice Dr Kisakye started with (allegedly) CJ Owiny Dollo refusing her to read a dissenting judgment he hadn’t read.”
It should be remembered that Kisaakye’s woes began when Pius Bigirimana wrote to the Supreme Court judge explaining why she should forget about her salary. (Read Story Here).
Meanwhile, Justice Kisaakye has since fired back at Pius Bigirimana, making it clear that she understands the law better than him, and punching holes into his letter and orders to block her salary. (Read Story Here).
