President Paul Kagame had admitted he sends Rwandan spies to neighboring countries, including Uganda.

While trying to deny claims that Kigali used Israeli spying software Pegasus to hack thousands of mobile phones of several foreign politicians, Kagame made a confession on what Rwanda has been doing.

He said Kigali was good at human intelligence, better than her enemies.

Human intelligence, in security circles, includes planting spies in enemy locations.

Kagame made it clear that Rwanda runs human intelligence against other nations. (See related reporting here: Kagame breaks silence on Reports of spying on Museveni top Govt, UPDF Officials using Pegasus hacking software).

We do it and we are going to continue doing it. That’s how countries operate and I don’t think Rwanda would be an exception,” President Kagame told The Financial Times.

He also revealed Kigali knew a lot about her enemies.

“We know plenty about our enemies and those who support them,” he claimed.

Uganda is Rwanda’s number one enemy in the East African region.

The two neighboring countries have been on the brink of war in the past three years.

Rwanda even closed her border point with Uganda.

Mediation talks are yet to yield fruit.

Both neighbors accuse each other of espionage and backing rebels opposed to either nation.
