Ugandan President Gen Yoweri Kaguta Tibuhaburwa Museveni has transferred a Resident City Commissioner (RCC) and deputy following reports of assassination attempts. Godwin Angalia Kasigwa AND Allan Bamuha have been Fort Portal City’s Resident City Commissioner (RCC) and the Deputy Resident City Commissioner (D-RCC) for Fort Portal City North Division, respectively. But this has changed.
RCC Angalia Kasigwa and D-RCC have been involved in a war of words centering on claims that one wanted to assassinate the other. Deputy RCC Bamuha has in recent weeks been claiming that RCC Angalia Kasigwa had hired unknown criminals to assassinate him. The Resident City Commissioner has vehemently denied the claims that were the talk of the corridors of power in the Fort Portal Tourism City for about two weeks now.
After hearing of the reports of assassination attempts as vended by Bamuha, Gen Museveni directed the Ministry in charge of the Presidency, whose boss is Milly Babirye Babalanda, to effect the transfer of both RCC Angalia Kasigwa and his deputy Bamuha from the main City of Tooro sub-region.
Fort Portal Resident City Commissioner Godwin Angalia Kasigwa has been sent to Kibaale District as Resident District Commissioner (RDC) while Fort Portal North Division Deputy Resident City Commissioner Allan Bamuha has been sent to Kyenjojo District as Deputy Resident District Commissioner (D-RDC).
This is the second mini-RDC reshuffle this week following the one in which Hudu Hussein was transferred from Yumbe District where he had spent only eight months after being thrown out of Kampala where he was RCC. Hudu Hussein has since handed over his office. (See Details Here and There).
Another beneficiary of the recent mini-RDC reshuffle was Eric Sakwa, a man who had been accused of killing a person, but has since bounced back as an RDC appointed by Gen Museveni. (See Details Here).

When the new list of RDCs, RCCs and their deputies was released, reports that each job was ‘sold’ at Shs20m hit social media, putting Minister Milly Babirye Babalanda’s Ministry in the spotlight over bribery and corruption. However, the Presidency responded to the allegations that those who failed to pay the Shs20m bribe were removed from the official list as claimed by an MP who subscribes to Museveni’s NRM party. At the same time, the RDCs, RCCs and their deputies who were fired in the reshuffle formed a pressure group on which basis they begged Gen Museveni to at least give them some ISO jobs and offer them some ka-money to help them pay their loans before banks could take their houses and pieces of land over uncleared debts.
