Veteran opposition leader Dr Kizza Besigye has questioned President Yoweri Kaguta Tibuhaburwa Museveni’s decision to lock down Ugandans but allow foreign tourists to enjoy the country.
In his new total lockdown measures to contain the spread of Covid19, Museveni froze transport and movement of people, with a few exceptions such as tourists.

But Besigye, a medical doctor and former Museveni personal physician, easily punched holes in the new measures.
He wondered how “tourists [will remain] free to enjoy the country, as Ugandans are locked down!”
Describing the situation as “Uganda’s Covid19 Crisis,” Besigye noted that Museveni ordered the new lockdown “without any social welfare support for vulnerable population,” something he believed would be “untenable!”
Museveni ordered the prime minister’s office to assess the needs of the vulnerable urban poor to be able to offer relief.
But this relief is expected to take weeks to arrive, yet most economic activities have come to a standstill.
Besigye further castigated Museveni for lacking a healthcare plan.
“No healthcare plan for managing Covid19 patients and others during the lockdown and beyond! No plan for healthcare workers’ protection and welfare.”
