Deputy Chief Opposition Whip Job Non-Existent – Speaker Anita Among Rules

Mityana Municipality MP and Bobi Wine’s blue-eyed boy Francis Zaake will not become deputy opposition chief whip, because the position his boss appointed him to does not exist, Speaker Anita Among has ruled.

Ahead of last year, Bobi Wine shuffled members of the shadow cabinet and opposition leaders in parliament. (See Bobi Wine’s cabinet list Here).

In the shakeup that came two years into the 11th Parliament, Bobi Wine, real name Robert Kyagulanyi, the president of main opposition National Unity Platform (NUP) party, appointed Zaake the deputy opposition whip on top of making him the shadow minister for presidency.

And on January 09, John Baptist Nambeshe, the Chief Opposition Whip to designate Zaake on the two positions, Shadow Minister of Presidency and Security, and deputy chief opposition whip.

But Speaker Among blocked Zaake’s appointment on grounds that the position did not exist under parliamentary rules.

“We don’t have that position (Deputy Chief Whip) in our Rules of Procedure. We do not have it, withdraw it. We have a whip who is your good self, we don’t have a deputy in our Rules of Procedure,” ruled Among.

“That is air, if someone has been given air, that is air.”

Speaker Anita Among has previously threw Zaake out of his job as a commissioner. Zaake also threw away millions of money Speaker Anita Among had sent him as a gift on his wedding. (See Details Here, There and Over There).
