Judith Nabakooba’s Ministry of Lands, Housing and Urban Development has issued a directive for a joint boundary opening survey between Kiham Limited and Buganda Land Board to draw the line between public and mailo land.
In a meeting held at the Ministry of Lands on June 02, 2022, it resolved that a final symposium be convened on Tuesday, June 14 after which all parties and the ministry shall proceed to conduct a joint boundary opening survey to finally resolve the matter.
In a letter dated May 24, Henry Opio Ogenyi, the Principal Land Management Officer, directed the Chairperson of BLB to issue relevant documents regarding the boundaries, and to also cooperate with Lands Ministry officials undertaking the boundary opening exercise.
In part, Opio’s letter reads: “There is a need for boundary opening of plots 23974, 23975, 23976 and 23977 in relation to plot 38 all Kyadondo block 273. I thank you for your cooperation.”
What this means is that Buganda Land Board’s claims that the lands ministry concluded that Kigo land belongs to BLB has had holes punched into them.
Tycoon Hamis Kiggundu (popularly known as Ham), who is one of the parties in this land wrangle, has since called on BLB to stick to the facts of the case and desist from cheap politicking.
“This is a technical issue that requires technical approach and procedure, not cheap politics and propaganda to unlawfully, fraudulently, disrespectfully and deceptively steal land from ordinary Ugandans and Kabaka’s subjects,” said Ham.
“However to everyone’s surprise BLB land fraudsters are maliciously spreading falsehood, blackmail, and cheap propaganda that: “the ministry concluded that Kigo land belongs to BLB” undermining all the fundamental values of Buganda as a kingdom, Uganda’s legal structure as a country and the integrity of our Kabaka.”
Through his company Kiham Enterprises Uganda Limited, Ham paraded documents to prove his ownership of Kyadondo Block 273 Plots 23974, 23975, 23976, & 23977, land at Kigo, totaling 37.767 Hectares/93.322 acres. It is this same piece of land that Mengo is claiming. Ham co-owns the real estate company with his uncle Edward Nakibinge Kaggwa, with nephew having 99 per cent of the shares and his uncle one per cent.
The land in question is located between Serena-Kigo and Mirembe Villas , off Munyonyo Spur Road, and extends inwards sharing common boundaries with Serena-Kigo, Mirembe Villas and the Lake. The land has a usable acreage of 78.086 acres whereas 15.236 acres incorporate access roads. The said land is a freehold land granted by Wakiso District Land Board and the freehold land titles were issued in November 2019 by Wakiso District Land Office.
