NEW CHANGES! Government Scraps Off Health Workers’ Allowances in New Salary Structure

Uganda’s Ministry of Public Service has abolished allowances for health workers, consolidating them into their enhanced salaries starting July 01, 2022. 

Health workers are some of the public servants whose salaries were increased this financial year. The Ministry of Public Service has since taken a decision to scrap codes for some allowances in the salary payment system.

While releasing the new salary structure for the 2022-2023 Financial Year to all accounting officers, Public Service Ministry Permanent Secretary Catherine Bitarakwate Musingwire announced changes on the issue of management of payroll related allowances for the current year.

On Consolidated Health Allowance, the PS revealed that the allowance has been consolidated with the basic salary attached to all positions of Health Professionals and that the Code shall henceforth be deactivated from the payroll.

Regarding the retention allowances for medical officers, PS Bitarakwate announced that this has been abolished as part of efforts to weed out pay disparities. The move is also intended to encourage mobility of health workers, among others.

“Retention allowance paid to Medical Officers deployed to Health Centre IVs has been abolished, All Medical Officers regardless of their deployment shall be paid consolidated salary effective July 2022,” Bitarakwate told accounting officers.

“This will remove pay disparity, promote mobility of the Medical Officers and enhance career growth among other benefits.”

On the issue of Hardship allowance, the Permanent Secretary noted that the allowance has been maintained at the rate of 30 per cent of the salary of FY 2017/18.

Meanwhile, we have confirmed that not only scientists have had their salaries increased. Besides senior UPDF officers, employees of the Directorate of Public Prosecutions (DPP) have also been given juicy salary increments.
