Full Salary Structure for 2024-2025 Financial Year: See How Much Each Government Employee Earns Monthly

The full Salary Structure for 2024-2025 Financial Year indicates that President Yoweri Museveni’s government has increased salaries of some categories of officers. With such enhancements, up to Shs 7.29 trillion will be spent on salaries.

Catherine Bitarakwate Musingwiire, the Permanent Secretary of the Ministry of Public Service, has explained that the wage bill in the new Salary Structure for 2024-2025 Financial Year was reached based on a number of considerations.

These included the number of staff in post as of 30 June 2024 or end of the 2023-2024 financial year, in accordance with the recommended staff list by the Auditor General following the Special Payroll Audit and Headcount Exercise.

The other factor was the recruitment of Heads of Department in Local Governments; recruitment for newly constructed Schools and Health centres funded under Uganda Government Intergovernmental Fiscal Transfers program (UGIFT), and supplementary wage provided in FY 2023/2024.

The Shs 7.29 trillion wage bill also took consideration of the salary enhancement for Security Forces (Uganda Peoples Defense Forces, Uganda Police Force, Uganda Prisons Services, the Internal Security Organization and the External Security Organization), as well as salary enhancement for Public Officers.

“Government continues to fulfill its commitment to enhancing the salary of all Public Officers in a phased manner,” PS Bitarakwate noted.

“Accordingly, UGX. 334.95Bn has been allocated for enhancement of salary of: a) Lower ranks in the Uganda Peoples Defense Forces: b) All ranks except those already enhanced in the Uganda Police Force; c) All ranks except those already enhanced in the Uganda Prisons Services: and d) Some Ranks in the Internal Security Organization and the External Security Organization to address pay disparity.”

The implementation of the new Salary Structure for 2024-2025 Financial Year, as communicated in the Circular Standing Instruction (CSI), took effect on July 01, 2024, which was the start of the 2024-2025 financial year.

“The purpose of this Circular Standing Instruction is to inform responsible officers and the service in general about the Salary Structure for the FY 2024/2025, which should be implemented,” the permanent secretary communicated at the beginning of the financial year.

“Responsible Officers are required to communicate the contents of this Circular to all Public Officers for their information and/or compliance.”

It should be remembered that the new salary structure for 2024-2025 financial year does not include the salaries for agencies which are semi-autonomous.
