President Yoweri Museveni has appointed Frank Nyakaana Rusa to serve as the Executive Director of Kampala Capital City Authority (KCCA) in acting capacity, thrusting him in the limelight. “You are hereby assigned the duties of Executive Director. You will hold the post until a substantive office holder is appointed by the Appointing Authority,” the letter communicating Museveni’s decision to appoint Rusa read in part.

Holding the position of director of legal affairs at KCCA, Frank Nyakaana Rusa will be expected to file quarterly reports to the Head of Public Service and Secretary to Cabinet and the Minister in charge of Kampala Capital City Authority.

Holds a Bachelor of Laws from Makerere University and a masters in public policy and public administration from Harvard University.

Served as State Attorney in the Office of the Director of Public Prosecutions (ODPP).

2003-2006: Worked in the Electoral Commission (EC) legal department

2013: Appointed National Fellow for Democracy in US where he research on civil society’s impact on democracy in changing societies

2016: World fellow at Yale University and was one of the 16 leaders picked for a leadership program at the prestigious university.

Other roles:

Executive Secretary of the inter-party Organisation for Dialogue (IPOD), a forum for Ugandan political parties with representation in the national parliament.

Program manager at the Democratic Governance Facility (DGF)

Country representative for the Netherlands Institute for Multiparty Democracy (NIMD), an NGO headquartered in Hague.

Frank Nyakaana Rusa is a husband and father. His son Adam M Rusa graduated with distinction at Strathmore University in June 2024.
