Duncan Abigaba, a former presidential assistant for research and information, has thrown his hat in the ring for the position of the ruling National Resistance Movement (NRM) Vice Chairman for Western Uganda.
The position is a key Central Executive Committee (CEC) role currently held by Information Minister Dr Chris Baryomunsi.
Baryomunsi beat bush war veteran Maj Gen Matayo Kyaligonza in the 2020 CEC elections. Now, a youthful NRM activist has come into the race to dislodge Baryomunsi.
Months ago, Abigaba returned from Russia with a Master of International Business which he pursued under the Open Doors Scholarship of the Government of Russia.
This was an addition to his Bachelor of Commerce from Makerere University, a Post Graduate Diploma in Project Planning and Management, and a Masters in Management Studies from Uganda Management Institute (UMI). Abigaba also holds a certificate in Administrative Law from the Law Development Centre (LDC).
A former Mandela Washington Fellow under the Young African Leaders Initiative at Georgia State University, Atlanta, Georgia, Abigaba was a leader at the NRM Makerere Chapter, and an active mobilizer in the party’s social media groups.
Until June 2023, he was the Deputy Director of the Government Citizen Interaction Centre (GCIC) under State House of the Republic of Uganda.
Before he joined GCIC position, Abigaba was a member of staff in the Office of the President where he served as Deputy Presidential Assistant in charge of Research and Information. Under this role, he prepared briefs for the presidency on how government agencies performed.
Announcing his decision to join the race, Abigaba noted that he is running to reform, rebrand and reshape the ruling party, declaring “it’s time for creative disruption.”
“For 40 years, NRM has restored peace and grown our economy twenty-fold. However, there’s apathy—the party serves a few, structures are dysfunctional, we have no recruitment plan and no jobs for youth,” Abigaba further wrote.
