Ugandan President and Commander in Chief (CiC) of the country’s armed forces, Gen Yoweri Kaguta Tibuhaburwa Museveni, has allowed former Uganda Police Force (UPF) chief Gen Kale Kayihura to retired from the Uganda People’s Defence Forces (UPDF), the national army.
Gen Kayihura has been on katebe (political cold) after being fired by Gen Museveni in 2018. Kayihura, the longest serving Inspector General of Police (IGP), got in trouble after being sacked and replaced with his hitherto deputy Martins Okoth Ochola.
A few months after he was fired, Kayihura was arrested and charged, in the Military Court Martial, with failure to protect war materials. This charge was related to his decision to give notorious vigilante Abdallah Kitatta and other civilians who should not ordinarily be allowed to hold fire arms weapons which they reportedly misused to terrorize some people.
Gen Kayihura also faced charges of aiding and abetting the kidnapping as well as repatriating Rwandans to Kigali.
Now, in what looks like Museveni’s decision to forgive his former blue-eyed boy, the president has allowed Kayihura to retire from the army.
RO/00513 Gen Kayihura is one of the 11 general officers who will retire on August 31, 2023.
“H.E. the President of the Republic of Uganda and Commander in Chief of the Uganda Peoples’ Defence Forces has approved the retirement of 110 General Officers and Senior Officers from the UPDF. 11 Generals and 99 Senior Officers from the rank of Major to Colonel,” UPDF Spokesperson announced on July 03.

It should be remembered that several leaders from Kisoro, where Kayihura hails from, have been begging Museveni to forgive the general.
