Buziga house wrangle: State House official named in conflict involving Nabilah, husband Isaac Sempala & Baryamureeba

A State House employee and Kabalagala police commander Godfrey Kamugira are being accused of being behind Kampala Woman MP Nabilah Naggayi woes in the battle for a house in Buziga, that involves her husband Isaac Sempala and former Makerere University vice chancellor Prof Venansius Baryamureeba.

Nabilah recently gained access to the Buziga home and locked Sempala out.

Now, a group of women rights activists say Police chief IGP Martin’s Okoth Ochola should hold Kamugira accountable for reportedly taking sides with Sempala to torment Nabilah.

“As we speak, Hon Nabilah Naggayi cannot leave her home because Mr.
Kamugira Godfrey, The DPC Kabalagala and Police in general have failed to enforce a court order restraining her estranged husband Isaac Sempala from threatening to inflict harm, pain or misery upon her person. These actions are manifestations of gross abuse and violations of Hon. Nabilah’s human rights,” the women rights activists representing 17 organisations said in a joint statement.

“We wish to draw the attention of the Inspector General of the Uganda Police
Force, Mr. Martin Okoth Ochola to ensure that Uganda police enforces the
restraining order at Hon. Nabilah Naggayi’s house. We further call upon the
Uganda Police Professional Standards Unit to exercise utmost professionalism
and promote the rule of law.”

As for the State House employee linked to Nabilah’s woes, the Women’s Movement wants presidency minister Esther Mbayo to take action against the suspected official.

“We turn to the Minister for the Presidency Hon. Esther Mbayo Mbulakubuza
to reign in State House employees that continue to interfere and
undermine the rule of law and the course of justice,” the women rights activists continued.

“One of the key violators of the rights of Hon. Nabilah Naggayi is said to be an employee in the Presidency who is abusing the resources of the President’s Office to interfere, threaten and meddle in the chase.”
