BREAKING: Museveni Minister Persis Namuganza Censured

Uganda’s Parliament has passed a motion of censure against Princess Persis Namuganza, the State Minister for Housing, and Bukono County MP. In a vote conducted Monday afternoon during a special sitting, specifically called for this purpose, 356 MPs voted in favour of the motion, while 5 MPs voted against as three abstained.

The Deputy Speaker, Thomas Tayebwa, said he will inform the President of the censure motion within 24 hours as stipulated by Rule 109(13) of the Rules of Procedure. President Yoweri Kaguta Tibuhaburwa Museveni will take the next step in effecting the censure. 

Earlier, the MPs adopted a report by a Select Committee, whose chairperson was Minister Bright Rwamirama’s son and Mbarara City South MP Mwine Mpaka, on Namuganza’s censure motion. Following the adoption of the motion, the House moved to vote by roll call pursuant to Rule 99 of the Rules of Procedure.

Rule 109(13) of the Rules of Procedure states that the House shall vote on the censure motion and if carried by more than half of all the voting MPs, the Speaker shall inform the President of this fact within 24hours from the time the motion was voted upon.

Namuganza might soon cease to become a minister in President Museveni’s cabinet but she will retain her job as the Member of Parliament representing the people of Bukono Constituency.
