Over 500 government employees were thrown in panic and shock after an official who irregularly recruited was arrested by officers from the State House Anti-Corruption Unit (SH-ACU) and Uganda Police Force (UPF).
According to State House Anti-Corruption Unit, whose head is Brig Gen Henry Isoke, Ntoroko District Local Government Chief Administrative Officer (CAO) Anselm Kyaligonza has been arrested for “irregularly recruiting and appointing” over 500 civil servants.
The anti-corruption watchdog says that the recruited government employees were in excess of the staff ceiling and wage bill.
The unit also accuses Kyaligonza of failing or refusing to seek the approval of the Ntoroko District Service Commission as well as the national Public Service Commission.
In the irregular recruitment exercise, CAO Kyaligonza is also accused of including the names of these civil servants onto the payroll and paying them fat salaries.
“The CAO in usurpation of the powers of the District Service Commission is alleged to have personally ‘headhunted’ several persons for recruitment, issued them appointment letters bearing forged minutes of the District Service Commission and irregularly added them to the payroll,” SH-ACU said in a statement issued on June 03.
“Some of the irregularly recruited staff were also paid salaries beyond scales indicated in their forged appointments.”
Kyaligonza is now expected to face prosecution for causing financial loss to government due to his actions that brought about overstaffing, drained the resource envelope and made it impossible to pat employees for half a year.
“The actions of the CAO resulted in over staffing in the different departments in Ntoroko and a salary shortfall causing several staff not being paid six months,” the statement further read. “This in turn has resulted in civil unrest especially in the Health Department at various health facilities where staff have laid down their tools.”
