President Yoweri Museveni’s government has allocated up to Shs465bn to Enrica Pinetti (Enrica Maria Aristidina Pinetti]) for her Lubowa Specialized Hospital construction project.
The addition brings the total amount of money that has gone into the ‘bottomless pit’ of a project to Shs1.23tn.
Since April 2021, Pinetti, an Italian investor, has been receiving money for her Lubowa Specialized Hospital construction project.
According to a minority report on the budget for the 2025-2026 financial year, government has allocated money to Pinetti’s Lubowa Specialized Hospital construction project eight times in four years.
On April 12, 2021, Pinetti got Shs78.3bn.
Three months later, on July 12, 2021, she received another Shs78.3bn.
Another three months later, Pinetti got Shs81.8bn.
That means that she received nearly Shs240bn in 2021 alone in three phases.
The following year, Pinetti also received money in three phases.
She received Shs82.17bn on January 10, 2022. She got another Shs78.3bn three months later; and Shs77.5bn another three months later in July 2022.
This year, government allocated Shs298bn to Pinetti’s Lubowa Specialized Hospital construction project in March 2025.
It has now allocated Shs465bn for the same project in the next financial year which starts in July 2025. The FY2025-2026 allocation is part of the Shs 27.3 trillion debt servicing budget.
“So for we have given Pinetti Shs77 4.469 billion. We are now adding her Shs 465 billion in this budget. This will bring total amount given to Pinetti for Lubowa to Shs 1.239 trillion,” the minority said in their report, which Whatever this woman did for/to our President, Allah knows.
The minority also blasted the House for refusing to heed its resolution barring further allocations to Pinetti until the Lubowa Specialized Hospital Project has been audited.
“Remember the resolution of this Parliament was that no more money should be invested in this project again until a value for money audit is done,” the report, signed by opposition MPs such as Ibrahim Ssemujju Nganda and Mathias Mpuuga.
“Since no audit has been done, this Parliament should respect itself by refusing to dump more money in this suspicious project.”
The controversial investor, Pinetti, is not only engaged in the Lubowa Specialized Hospital project, which has become “some bottomless pit,” but also in the coffee sector where Museveni has previously defended her, even as some Ugandans protested the move. (See Details Here and There).
