Allen Kagina, Nalweyiso & Nakyobe reportedly headed for bigger appointments in Cabinet, State House

Uganda National Roads Authority (Unra) executive director Allen Kagina and State House comptroller Lucy Nakyobe are tipped for ministerial apppointments in President Yoweri Kaguta Tibuhaburwa Museveni’s new cabinet.

Expected to be unveilled in coming days, Museveni’s cabinet list is said to have multiple surprises.

For example, with Unra set to be disbanded, and its functions run under a ministry of works and transport department, its executive director Kagina is said to be headed for a ministerial position.

Trusted sources close to the process of working out the 2016-21 cabinet list have corroborated reports that Kagina could take the ministry of works and transport or ministry of energy and mineral development.

“It is true Mzee is considering her because he wants her to continue with her work in infrastructure development with special focus on Uganda’s oil production,” a source said.

Also reported to be close to a cabinet appointment is Nakyobe.

It is said the state house comptroller could take over from Esther Mbayo as minister for presidency.

“Mbayo is going to another ministry,” a source told this publication. “Museveni is seeking someone with Nakyobe’s experience to make the ministry more active, by especially linking the youth with the president’s office to help them gain from projects like emyooga.”

Meanwhile, Museveni is not done making changes in his office.

Sources have also confirmed reports that principal private secretary Kenneth Omona could be headed to cabinet for a junior position.

Omona had replaced Molly Kamukama, the outgoing junior minister for economic monitoring.

A reliable source has confirmed rumors that Lt Gen Proscovia Nalweyiso could replace Omona as Museveni’s principal private secretary.

“You know Mzee [Museveni] can sometimes be unpredictable, but Kagina, Nakyobe, Omona and Nalweyiso are being considered for these appointments,” added our source.
